The general meeting and the sixth member congress of China Petroleum and Petrochemical Equipment Industry Association (hereinafter referred to as "China rock association") were held in Beijing shortly before. The meeting elected Academician Wang Jiming, former president of Sinopec, as the chairman of the sixth board of directors. It is understood that the restructured China Stone Association has decided to take the localization of major petrochemical technology and equipment as an important work content in the future.According to Zhao Zhiming, executive vice president of the association, the association was founded in 1985. At the beginning of its establishment, it broke the barriers of departments, industries, regions and ownership. However, it has not fundamentally changed the official characteristics of the association in the past quite a long time. After the completion of the term change in 2002, the association carried out reform in accordance with international practice, with senior entrepreneurs of PetroChina, Sinopec and CNOOC serving as the chairman of the board of directors in turn. At present, there are 160 Council members and 867 members.
At present, the main work of the association is focusing on the localization of major petrochemical technology and equipment, which is directly related to the "opinions on accelerating the revitalization of equipment manufacturing industry" (hereinafter referred to as "opinions") recently issued by the State Council. In the opinions, the state has put forward three requirements for the petroleum and petrochemical equipment manufacturing industry: relying on the localization of a number of large-scale projects, through the introduction of key technologies, digestion, absorption, re innovation and independent development, the localization of million ton large-scale ethylene complete sets of equipment; the development of large-scale offshore oil engineering equipment, 300000 tons of ore and crude oil transport ships, and offshore floating production and storage of oil To meet the needs of China's energy structure adjustment.
Enterprises should attach importance to innovation and R & D
Enterprises are the core elements to realize the localization of major equipment. Taking Sinopec as an example, Zhao Zhiming also put forward suggestions for the development direction of the enterprise. In his opinion, looking at Sinopec's experience and lessons of major equipment localization over the past 20 years, we can draw several experiences: first, leaders attach importance to it, strengthen organization and coordination, dare to make decisions, and dare to take risks and responsibilities. The Party group leader of Sinopec Group personally serves as the leader of the major equipment localization leading group, and states that "we must be determined to die, we must do meticulous work, every link We should implement them conscientiously. As long as we are serious, there is nothing that Chinese people can't do. ". Of course, localization is not enough only for the attention of user enterprises, but also for the efforts of equipment manufacturing enterprises. Second, implement the organizational structure and strictly manage the procedures. Sinopec set up a major equipment localization office in 1983, and organized feasibility study of localization projects every year. It insisted on independent development for those with research capability and conditions in China, and strictly prohibited the import of equipment with good application performance. Third, adhere to the principle of seeking truth from facts, diversify risks and make breakthroughs in key areas. We should neither blindly and rashly advance, nor stick to the old ways, nor emphasize 100% localization. For some projects that are really uncertain, we can gradually make breakthroughs through the combination of technology and trade and Sino foreign cooperation. Fourth, we should adhere to the joint research of scientific research, design, manufacturing and users.
Zhao Zhiming pointed out that for the localization of major petrochemical technology and equipment, the three major oil companies and domestic equipment manufacturing enterprises should take a global perspective. At present, the investment and construction of petrochemical projects in China is in the peak period, which is a rare opportunity for localization. At the same time, it also means that the construction of supporting projects will not be implemented if we do not pay close attention to it. It is called on petroleum and petrochemical equipment manufacturing industry to increase R & D investment, first of all, to enhance awareness. At present, many of our enterprises do not realize the gap between themselves and foreign countries, only realize the fierce industry competition, and fall into the vicious circle of low price competition at the expense of product quality and the vicious circle of expelling good money by bad money, which eventually reduces the level of the whole industry.
In terms of innovation and R & D costs, the investment of the state and enterprises is not enough, and there are more and more intellectual property disputes with foreign countries. Therefore, we call on the equipment manufacturing industry to increase investment in research and development. In addition to paying attention to equipment research and development, we should also increase investment in technology and information technology. Without advanced technology, it is impossible to have advanced equipment. At the same time, in the trend of global economic integration, we should increase the tracking and absorption of advanced technology, management and patent information, so that information can promote the development of the industry.
Formulate corresponding supporting policies
Although the enterprise will be separated from its own efforts, it will not be able to support its own policies. Zhao Zhiming pointed out that under the condition of planned economy, the management mode of managing money and property was adopted, which is not feasible under the current market economy conditions, and breakthroughs and innovations should be made in the management system and mechanism. In addition, a series of policies and measures of China's equipment manufacturing industry in the past were often superficial, not specific, and lacked operability and coherence, which should also be the direction and goal of future reform.
