The development of testing instrument industry needs to break through four bottlenecks

Not long ago, China Society for testing instruments and China Association for analysis and testing were entrusted by relevant state departments to carry out investigation and Research on China's testing instrument industry. According to the survey, there are more than 6000 enterprises of various types of testing instruments in China, which has formed an industrial system with complete categories, technical basis and production scale. But at the same time, the industry also pointed out that although China's testing instrument industry has made certain development, it is far from meeting the urgent needs of the national economy. Most of its products belong to medium and low-grade technical level, and the key indicators such as reliability and stability have not all met the requirements. At the same time, foreign companies also occupy more than 60% of the domestic medium grade products and many key parts market. According to the statistics of the customs, excluding the testing instruments caused by the complete set of projects, the total amount of imported testing instruments is close to 50% of the total output value of China's testing instrument industry every year. In addition, among more than 6000 enterprises, less than 1000 enterprises have annual sales revenue of more than 10 million yuan, resulting in low economic benefits of the whole industry.

According to the analysis, the "bottleneck" restricting the development of China's testing instrument industry mainly focuses on the following four aspects:

Slow progress in technological innovation and industrialization

Compared with the international trend, the technological innovation and industrialization of China's testing instrument industry has been stagnant too much, and the situation is very serious. In the 21st century, the general level of China's testing instruments is still at the international level in the early 1980s; almost all large and high-grade instruments and equipment rely on import; many urgently needed special instruments are still blank; there are still many difficulties in ensuring the quality of medium and low-grade products that need to be overcome The slow progress of scientific and technological innovation and industrialization is a "bottleneck" restricting the development of China's testing instrument industry.

The main factors that restrict the scientific and technological innovation and industrialization progress of China's testing instrument industry are as follows:

First, the investment in scientific research is seriously insufficient. The development funds of international famous testing instrument companies for scientific and technological innovation are generally more than 10% of the annual sales volume. However, the sales volume of China's testing instrument enterprises is not high, and the development funds for scientific and technological innovation are generally less than 3% of the annual sales amount. In contrast, the investment in scientific research funds of enterprises is very small.

Second, the lack of talents and a large number of brain drain have become a serious obstacle to the scientific and technological innovation and industrialization of the testing instrument industry, especially the state-owned enterprises.

Third, there is a lack of effective combination of government, industry, learning, research, gold and utilization. In the past, only the combination of industry, University and research was advocated, and there were few successful cases. There was no official, financial and user intervention. The financial sector here can also be the capital of enterprises or private individuals. Under the current situation faced by China's testing instrument enterprises, it is extremely difficult to successfully realize industrialization.

Product stability and reliability problems are prominent

The main products of various kinds of testing instruments produced in China, including industrial automation instruments and systems, communication instruments, etc., have not been solved fundamentally for a long time, although the technical indicators are not very far behind the similar products abroad, which has become a serious obstacle to the development of China's testing instrument industry.

The reasons are as follows: firstly, the research and development of basic technology has been neglected for a long time; secondly, the quality of domestic general parts and basic parts is not up to standard; thirdly, the quality control and management of products by enterprises is not effective. If the product quality is not up to standard, it is only on paper to speed up the development of testing instrument industry.
